MY line! However, I do believe the question was more of the: "What came first; the chicken or the egg?".
So for my young Calvinist questioner, the incontrovertible answer which can only be found in God's infallible Word is: God first chose us! And when the time comes which He foreordained that we should be reconciled to Him through faith in the Lord Christ, the Holy Spirit regenerates our dead souls, giving us a new nature and the necessary faith thus enabling us to choose Him. (Ps 110:3; Jh 15:16, 19; Eph 1, 2)
"Yes" is correct in the sense that both God and the sinner make a conscious decision of the will. That decision, if it is of God however, is the end result of a transformed mind and godly affections. In other words, the whole man is involved. And as to order, God is always the Sovereign LORD Who determines and governs all things according to His eternal determinate counsel (Ps 33:11; 135:6; Is 46:9, 10; Dan 4:35; Rom 11:33-36; Eph 1:9-11; Heb 6:17; et al)
