For myself (operating both auto and motorcycle) in Germany for almost 4 years I know that the German government regulates auto safety more than U.S. government. For instance, you can get fined if you do not have your winter tires on during the appropriate months. Also penalties for traffic violations are much much stricter than the U.S.. Also vehicle inspections in Germany are more thorough than the U.S. In my opinion Germany is over regulated in areas, but perhaps the U.S. may be under regulated in some areas. I have been impressed with the medical care in Germany and find it just a good as the U.S. Although German doctors do not begin making any money until mid June because of the taxes they pay.
