Scripture says nothing of the sort. You have grossly misread Hebrews 8. Even verse 6 of the same chapter says, "But now He has obtained a more excellent ministry, by as much as He is also the mediator of a better covenant, which has been enacted on better promises." Verses 8—12 quote Jer. 31:31—34, which prophesies the very covenant which has been enacted in verse 6!
And to further show your error, let us look to the Lord's Supper!
"For this is My blood of the covenant, which is poured out for many for forgiveness of sins" (Matt. 26:28).
"This is My blood of the covenant, which is poured out for many" (Mark 14:24).
"This cup which is poured out for you is the new covenant in My blood" (Luke 22:20).
"This cup is the new covenant in My blood" (I Cor. 11:25).

The above scripture is speaking of a covenant, that if you read the scripture and believe what it says, youll come to the conclusion that it has not yet arrived.
The blood covenant was written in the Law of Moses? The heartland covenant? I have never heard this explained like this.
THe blood of Christ is the eternal covenant of redemption.
I tried reading this section of Hebrews 17 times, how many more times do I have to read it to conclude as you do>?
