Remember the Dems did not control the legislature during Clinton's 8 years, except possibly the 1st two. I'm assuming that if Kerry wins the Dems will definite get a majority in the Senate; it will be harder for them to win the House.

Of course, all my conjecturing is based on the Dems having a working majority, which btw the GOP does not enjoy.
