Not according to Paul's description of the unregenerate man:

Romans 3:9-18 (KJV) "What then? are we better [than they]? No, in no wise: for we have before proved both Jews and Gentiles, that they are all under sin; As it is written, There is none righteous, no, not one: There is none that understandeth, there is none that seeketh after God. They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one. Their throat [is] an open sepulchre; with their tongues they have used deceit; the poison of asps [is] under their lips: Whose mouth [is] full of cursing and bitterness: Their feet [are] swift to shed blood: Destruction and misery [are] in their ways: And the way of peace have they not known: There is no fear of God before their eyes."

Romans 8:3-8 (KJV) "For what the law could not do, in that it was weak through the flesh, God sending his own Son in the likeness of sinful flesh, and for sin, condemned sin in the flesh: That the righteousness of the law might be fulfilled in us, who walk not after the flesh, but after the Spirit. For they that are after the flesh do mind the things of the flesh; but they that are after the Spirit the things of the Spirit. For to be carnally minded [is] death; but to be spiritually minded [is] life and peace. Because the carnal mind [is] enmity against God: for it is not subject to the law of God, neither indeed can be. So then they that are in the flesh cannot please God."

Seems pretty clear to me that NO ONE who is unregenerate will nor CAN delight in the Law of God and desire to do good.
