I think that what can be easily misconstrued by this text and made to say what it doesn't say is Paul's extended meaning of the word "reconcile[d]" in conjunction with "all things". In verse 20, Paul's intent is to show the pre-eminence of Christ as King and His purpose to restore literally all things to the perfect harmony which the creation was originally created. Put another way, through Christ's death the entire world which was subject to corruption and bondage due to the Fall will be restored; the coming of the New Heaven and New Earth.
However, in verse 21, Paul then focuses upon the soteriological aspect of Christ's death and restoration/reconciliation of sinners to God; those who have true Spirit-wrought faith. Those who remain in stubborn rebellion and unbelief will be cast into Hell and will have no part in the reconciliation/restoration of all things of verse 20.
