How can we minister to refugees without giving the impression that we support the policies?

How can we minister to refugees without giving the impression that we support the policies? 1. Refugees or illegal aliens/immigrants? 2. Define, "minister"? Without question, speaking to them (whoever they are) the Gospel always is relevant.  3. Support whose policies; the refugees or the governments in regard to what?
