was Jesus addressing though the Apostles themselves directly as the "you?" "Again I say to YOU (plural), if on earth two of YOU (plural) agree about anything that they ask..." So, yes, what Jesus spoke to Peter (as representative of the group in 16:19) he openly declares to the individuals of the group (of apostles), which is applicable to all legitimate ordained officers (representatives) of the Church. The forbidding entrance and the welcoming into the Church is given to the officers of the Church.
