I think I understand now. I see where you are coming from. Thank you for explaining all that. It's like if you have a daughter and she acts out and you say "you are acting like your mother!" and you call her that by her name. That's the same way Jerusalem is being called the harlot, Babylon. They are not literally Babylon, but were acting like that city.
