All of the elect (those predestined) will certainly hear, but there's nothing in Scripture to the effect that all men will actually hear the true Gospel preached. No doubt some men have never heard it, yet they are still accountable for their sin.

You were the one who first accused me of "limiting God." I have only all along been arguing from the Scripture. It's not that God is unable to speak audibly to anyone today, it's that it is completely unnecessary and unpromised. We have His Word in Scripture, period.
